NOTICE OF UPDATE:

Please review SF 30 Amendment 0001 and Attachment 4, FF&V Merchandising Support, for updated information. Amendment 0001 extends the date and time for receipt of offers to Tuesday, November 19, 2019 at 3:00p.m. (Local Time/Fort Lee, VA). 

Submission of SF 30 Amendment 0001 to this solicitation must be included with the proposal package with blocks 8, 15A, 15B and 15C completed. 


The Contractor is to provide delivery of Fresh Fruits & Vegetables (FF&V) for resale in 36 commissaries located in Area 6 in California, Utah, Nevada, Arizona, and Hawaii that are assigned to the Defense Commissary Agency's West and Pacific Area.

Area 6 includes the following commissaries separated into three geographical groups (Groups 1, 2 and 3):


Group 1 (10 stores) - Beale AFB, CA; Fallon NAS, Bridgeport, NV; Ft. Hunter-Liggett, CA; Lemoore NAS, CA; McClellan AFB, CA; Moffett Field, CA; Ord Community, CA; Travis AFB, CA; Hill AFB, UT; Dugway PG, UT


Group 2 (22 stores) - Aberdeen PG, MD; Barstow MCLB, CA; Camp Pendleton MCB, CA; China Lake NAWC, CA;       Davis-Monthan AFB, AZ; Edwards AFB, CA; El Centro NAF, CA; Ft. Huachuca, AZ; Fort Irwin, CA; Imperial Beach, CA; Los Angeles AFB, CA; Luke AFB, AZ; March AFB, CA; Miramar MCAS, CA; Nellis AFB, NV; North Island, CA; Point Hueneme, CA; San Diego, CA; San Onofre, CA; Twenty-nine Palms CAGCC, CA; Vandenberg AFB, CA; Yuma MCAS, AZ; Yuma Prov. Ground, AZ 


Group 3 (4 stores) - Hickam AFB, HI; Kaneohe Bay, HI; Pearl Harbor, HI; Schofield Barracks, HI


A single solicitation containing 36 commissaries (separated into three geographical groups) will be issued. Evaluation and contract award will be on an all or none basis per geographical grouping. The Government will award one or more contracts resulting from this solicitation based on evaluation using the best value tradeoff process. A Requirements Type Contract is contemplated. The Request for Proposal will be issued on or about June 04, 2019. The base period of performance shall commence approximately January 1, 2020- December 31, 2022 for 24 consecutive months plus three 12-month option periods. The SIC Code is 8915 and the NAICS code is 311991 for this requirement with a size standard of 500 employees.


The Small Business Administration have approved an Individual Waiver for the Non-manufacturer rule, therefore the solicitation will be issued as a 100% small business set-aside. The waiver will allow small businesses to offer the product of a large business manufacturer for this procurement only. Small businesses interested in submitting a proposal package may seek assistance from your local Procurement Technical Assistance Center (PTAC) or the Small Businesses Administration (SBA). Businesses interested in seeking teaming and/or sub-contracting arrangements may register as an interested vendor for this solicitation. Businesses may also utilize the Small Business Administration (SBA) SUB-Net bulletin board to post sources sought notices for teaming partners and subcontractors for solicitations and future contracts. By submission of an offer, the offeror acknowledges that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, have established Electronic Funds Transfer (EFT) capability, and must have a valid Perishable Agricultural Commodities Act (PACA) license.
