This is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals.

The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other than full and open competition basis with Rees Scientific Corporation, 1007 Whitehead Rd. Ext., Trenton, NJ 08638. This is a follow-on requirement for Rees Scientific freezer monitoring and maintenance services for a base year period of performance and four option years. The Rees Scientific Centron SQL monitoring systems wiring, hardware, and software have been previously installed. The maintenance is for NIAID alarm systems utilized by laboratories throughout Building 4 on the National Institutes of Health (NIH) main campus to protect their valuable scientific specimens. The requirement includes: Validation Kit for Centron with Centron SQL Software (Qty 10); Centron Battery (Qty 4); Battery for Micro Units & MPX-RMT Remote Panels (Qty 28); 6 Volt 1.4 AMP batter (Qty 28); Replacement battery (Qty 945); and comprehensive service package with full documentation to satisfy regulatory agencies. The comprehensive system test verifies, calibrates, and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming. An onsite service plan includes 24/7 technical support. The service also includes: validation report; software validation test report; calibration of temperature and humidity with traceable equipment; copies of reference equipment calibration certificates; and onsite refresher training during preventative maintenance visit.


Total Period of performance, inclusive of options, is March 2, 2019 through March 1, 2024.


The North American Industry Classification (NAICS) code for this acquisition is 811219 Other Electronic and Precision Equipment Repair and Maintenance, which has a size standard of $20.5M. Rees Scientific is a small business.


This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 21 days of this notice.


While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that Rees Scientific is the only vendor which can provide these freezer monitoring and maintenance services for NIAID. However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact within fourteen (14) days after publication of this notice. The response should include certification from Rees Scientific that the offeror is authorized to obtain Original Equipment Manufacturer (OEM) parts to maintain and monitor the above referenced equipment. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement or submit offers on NOI-RML-1945805.


This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
