Amendment 2 to the pre-solicitation notice. This was initially synopsized (February 28, 2017 to March 15, 2017) as a sole source procurement. Based upon responses to our Notice of Intent to Sole Source, the requirement is being re-synopsized as a competitive acquisition.

PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (US EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), Safety Health and Environment Management (SHEM)

EPA/ORD/SHEM in Cincinnati, Ohio has a requirement for a freestanding laboratory glassware washing machine.

The freestanding laboratory glassware washing machine is a replacement for an existing unit. It will be installed in the existing space of the old unit. The machine will be used for washing and drying various types and sizes of laboratory glassware including, but not limited to, beakers, test tubes, Erlenmeyer flasks, volumetric flasks, and graduated cylinders. The following minimum required specifications must be met in order to meet the needs of the EPA:

*    Must be able to safely wash/dry standard lab ware made of plastic, glass, and metal.
*    The wash chamber shall be constructed of stainless steel.
*    The unit shall have an insulated single door.
*    The unit shall be recessed through a single wall. Unit size must be such that it fits and can be installed in the existing wall hole of 75.75 inches high by 43 inches wide.
*    The unit shall not exceed a front to back depth of 39 inches. This shall include extending no further than 27 inches as measured from outer wall face to the rear of the unit and 12 inches as measured from the outer wall face to the front of the unit.
*    Unit must fit through existing access doorway of 40 inches wide x 85 inches tall clearance.
*    Capable of operating using the available 50 psig steam supplied by the building
*    Must be able to operate using building supplied potable hot and cold water at a pressure between 30 and 50 psig
*    Must be able to operate using building supplied purified (DI) water at a pressure between 30 and 50 psig.
*    The electricity requirement must not exceed 208/240 VAC, 60 Hz, 3-phase power
*    Must be configured for floor drain discharge.
*    Must include a drain discharge cool down system to cool wastewater to less than or equal to 60 degrees C upon discharge.
*    Vented drying system capable of drying glassware using HEPA filtered, heated air up to at least 110 degrees C that includes injection drying and adjustment to lower drying temperatures for heat sensitive materials.
*    Must be able to automatically dose detergent from a reservoir/container located inside the unit.
*    Must be able to automatically dose an additional chemical agent such as rinse aid or acid rinse.
*    Must include filters to protect the chamber recirculation and drain pump(s). Filters must be readily user removable and capable of being cleaned by the user.
*    Must feature a control system that has the ability to create and store at least 10 programmable cycles, of which at least 5 must be user customizable/editable.
*    Must include an emergency stop button on the front of the machine that will cease the unit's function in the event of a malfunction
*    Must include an interlock/safety switch that ceases unit operation immediately upon opening of door and prevents cycle startup when door is open.
*    Basic accessories such as racks, baskets and headers that are recommended for laboratory glassware including, but not limited to:
-    1 basic/general purpose basket with lid;
- 2 racks with long jets/ports for cleaning long/tall glassware; and
    - 1 rack with a combination of short and long jets for cleaning a combination of glassware sizes.
*    Manufacturer must have trained service professionals available within the Cincinnati, Ohio metropolitan area.
*    Quote must include and specifically list the cost of professional installation of washer to include all necessary labor and materials required to assemble equipment including utility connections to the unit and any necessary operational check testing following set up including any necessary adjustments.
*    Unit must include a 1-year minimum warranty.

This procurement will be accomplished under FAR Part 12 and FAR Part 13 Procedures. The government anticipates awarding a single fixed price purchase order. The EPA anticipates award will be made by April 15, 2017. The request for quotation is anticipated for release on or about March 24, 2017, and will be made available through FedConnect at www.fedconnect.net.
