THIS IS A REQUEST FOR INFORMATION ONLY (RFI) as defined in FAR 15.201(e), Exchanges with Industry before receipt of Proposals, and is issued solely for market information or capabilities for planning purposes. It does not constitute a solicitation for offers. This RFI is not a request for proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service. Respondents are solely responsible for all expenses associated with responding to this RFI and will not be paid for the information submitted. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified and portion marked. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will become Government property and will not be returned. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents. The Government reserves the right to use respondent information for any purpose deemed necessary and legally appropriate. The government anticipates that responses will be unclassified. However, if an offeror determines that the submission of classified information is necessary, prior to its submission should contact the technical points of contact listed in this Request for Information. The technical points of contact will determine the applicability of the information and if necessary coordinate the appropriate means of its submission. Offerors should notify the government as early as possible to allow for adequate processing. Any information will be provided as an addendum to the Request for Information and is held to the same time and date submission requirements.
