France E-2C Aircraft Foreign Military Sales Engine Sustainment
Naval Air Systems Command (NAVAIR) intends to negotiate and award a cost-plus fixed fee order under Basic Ordering Agreement (BOA) N00019-13-G-0011 to Rolls Royce Corporation (RRC), Indianapolis, IN, for systems engineering and logistical and management support services for T56 Series IV (SIV) engines in support of the French E-2C Aircraft Foreign Military Sales (FMS) program. The period of performance (POP) of the order is intended to be no longer than 24 months in length, with one (1) 12 month base period and one (1) 12 month option period. As the sole designer, developer and manufacturer of T56 Series IV (SIV) engines, Rolls Royce is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
