The U.S. Army Corps of Engineers, Portland District requires the contractor to rehabilitate an existing bridge crane at Foster Dam, Linn County Oregon. The work includes structural, mechanical, and electrical rehabilitation of the Foster Powerhouse Bridge Crane and incidental related work. The crane is to be re-rated to 60 tons (current rating is 50 tons). The structural work includes, but is not limited to strengthening certain structural members, and removing existing and installing new ladders, walkways, handrails, and operator's cab. Touch up painting will be required. The mechanical work includes, but is not limited to removing the existing main and auxiliary hoists, designing and installing new main and auxiliary hoists, and replacing certain components of the bridge and trolley drive systems. Electrical work includes, but is not limited to removing all existing electrical wiring, conduit, panels, and instruments, and installing new electrical power wiring, control wiring, switches, panels, lights, and instruments. The crane will be tested extensively after rehabilitation work is completed.

A Request for Proposal (RFP) will be issued on or about 6 July 2015. Evaluation criteria will be provided in the solicitation, and a single firm fixed-price construction contract may be negotiated as a result of this action. Proposals for this project will be due no less than 30 days after issuance of the RFP. A notice and link to download this solicitation via Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/default.cfm will be posted on the Federal Business Opportunity (www.fbo.gov or http://www.fbo.gov) website when the solicitation is made available for download. Interested parties are responsible for registering with the Federal Business Opportunity (FBO) website and for checking the referenced website(s) for updates. This is a Total Small Business Set Aside under NAICS 237990, Small business size standard is $36,500,000.00. The Magnitude of Construction is between $1,000,000 and $5,000,000.
