FOR Fort Bliss, TX: This request for Invitation for Bid is a Design-Bid-Build (DBB) to
construct an aviation parts storage facility at Fort Bliss, Texas.

The objective of this project is to construct an aviation storage facility to store class IX aviation
parts to reduce loss caused by corrosion due to improper storage in highly corrosive
environments.


Aircraft Parts Storage will be 10,000 SF and will include aviation parts storage, administrative
space, information systems, fire protection and alarm systems, and energy monitoring control
system (EMCS) connection. Supporting facilities include site development, utilities and
connections, lighting, paving, parking, walks, curbs, and gutters, storm drainage, information
systems, landscaping and signage. Heating and air conditioning will be provided by selfcontained
systems or connection to the existing energy plant, etc Measures in accordance with
the Department of Defense Minimum Antiterrorism for Buildings standards will be provided.
Comprehensive building and furnishings related interior design services are required. Access for
individuals with disabilities will be provided. Facilities will be designed to a minimum of 50
years in accordance with DoD's Unified Facilities Code (UFC 4-440-01). Included energy
efficiencies will consist of building envelope and integrated building system performance.

Bids are due on or about 09 August 2019. Public bid opening procedures are applicable for this solicitation.
A firm-fixed price contract is anticipated to be awarded. Anticipated contract award date on or about 30 September 2019.
Anticipated project completion date is 365 days from Notice to proceed.

Plans and specifications will not be made available in paper format or on compact disc. It is the Offerors
responsibility to monitor the FedBizOpps web site for amendments to the solicitation. You must be registered with
the System Award for Management (SAM), to receive a Government contract award. You may register with SAM at
https://www.sam.gov/.


The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It
