CONTRACT INFORMATION: This announcement is for a 2 Phase Design Build contract under FAR 36, as well as, FAR Part 15, for a Competitive Negotiation, Price-Technical Trade-Off, and Total Small Business Set-a-side acquisition. This acquisition is for the Design and Construction of a single story, 13,838 square foot Blood Donor Center at Fort Bliss. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be approximately awarded in September 2019. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted.

PROJECT INFORMATION: Construction range is between $5,000,000 and $10,000,000. This contract is a Design Build contract to construct a single story, 13,838 SF Blood Donor Center at Fort Bliss, Texas. Project will focus on blood collection, testing, manufacturing, storage and shipping of blood products. Supporting facilities include utilities (electric, sewer, water, gas, communication, and emergency power), site improvements with storm water management, and parking for approximately 90 vehicles along with access road. All work shall conform to the UFC and Army design criteria as described in the forthcoming RFP.

The project will be design in accordance with the criteria prescribed in paragraph 6.0, and DEPSECDEF Memorandum "Access for People with Disabilities", Evidence Based Design principles, Executive Order 13514, DoD Strategic Sustainability Performance Plan (SSPP), Energy Policy Act of 2005 (EPAct05), and other applicable codes and regulations.


The facility is required to provide blood components and patient therapeutics in support of a rapidly expanding mission. First, this facility will support the Armed Services Blood Program, which provides blood components to military medical treatment facilities in the continental United States and worldwide. The facility will also provide increased operational support to units who use Fort Bliss as a Power Projection Platform during mobilization. Finally, this facility will provide critical support of the local community by housing the blood donor program at Fort Bliss, which is a key participant in the El Paso emergency preparedness mission and a Level II Trauma Center serving the greater El Paso area.


The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the design and construction of the Blood Donor Center at Fort Bliss as specified in the Statement of Work/Plan/Specifications that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements.

Type in the search box the solicitation number W9126G18R0069. The use of the websites requires prior registration. Plans and specifications will NOT be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOps website and or any other official government website for amendments to the solicitation. You must be registered with the SAM, to receive a Government contract award.
