This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this Pre-Solicitation Synopsis is to notify potential offerors of the upcoming Request for Proposals (RFP) for: Forestry Services Contract

The work includes, but is not limited to, chemical and mechanical site preparation performed, as needed, on recently harvested forest stands to facilitate hand planting 520 improved NC Forest Service containerized longleaf pine seedlings per acre. A maximum of 300 acres will be site prepped and planted per year. A maximum of 166,400 seedlings will be supplied per year. Chemical Timber Stand Improvement (TSI) will be performed, as needed, in young pine plantations on a maximum of 200 acres per year.
Mechanical Timber Stand Improvement (TSI) will be performed, as needed, in young pine plantations on a maximum of 300 acres per year. Wildland Urban Interface: The areas to be treated chemically and/or mechanically consist of up to a maximum of 400 acres located in the Greater Sandy Run Training Area, Marine Corps Base, Camp Lejeune, NC. Chemical treatment for Red-Cockaded Woodpecker (RCW) Habitat improvement will be performed, as needed, on a maximum of 250 acres per year. Work also includes planting for a maximum of 100 acres of wiregrass seedlings on a 6 ft. x6 ft. spacing and Mechanical midstory control for RCW habitat improvement on a maximum of 250 acres. Clearing around a maximum of 1,000 Red-cockaded Woodpecker Cavity Trees for Fire Protection.
Supply a maximum of 121,000 wiregrass seedlings per year.

The solicitation will be issued in accordance with the most recent Federal Acquisition Circular 2005-85. The procurement method to be utilized is FAR Part 15 b Source Selection, Lowest Price Technically Acceptable. The solicitation will utilize source selection procedures which require offerors to submit information such as: price (proposal cost), technical capability (narrative of work experience doing the required work), past performance (written statements verified by client/customer as to how well the contractor performed the work) in their proposal for evaluation by the Government, and insurance safety ratings (EMR and DART).

The Government intends to award a Firm Fixed Price (FFP) type contract with a base period of one year plus four (4) twelve month option periods.
The total term of the contract, including all options, will not exceed sixty (60) months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised.

The North American Industry Classification System (NAICS) Code for this procurement is 115112 Soil Preparation, Planting, and Cultivating and the annual size standard is $7,500,000.00.

This procurement will be a 100% Set-aside for Certified Small Businesses, based upon the following market research:

A sources sought notice was posted on the Navy Electronic Commerce Online (NECO) on 22 March 2017 under N40085-17-R-3016 to determine availability and capability of businesses to perform the requirement.
Based on market research results, the procurement will be solicited as a small business set-aside. NAVFAC Mid Atlanticbs Office of Small Business Programs concurs with the determination to solicit as a small business set-aside.

This is a small business set-aside and the offeror must be a Small Business. Therefore, due to the set-aside nature of this solicitation and to ensure qualified offerors have the best opportunity to compete, teaming arrangements, and joint ventures are excluded from this competition. The Government will not evaluate any proposal from a team or joint venture.

This is a new requirement. Offerors can view and/or download the solicitation, and any attachments, at www.fedbizopps.gov/ and/or https://www.neco.navy.mil/ when it becomes available.
Contractors are encouraged to register for the solicitation when downloading from the FedBizOpps website. Only registered contractors will be notified by E-mail when amendments to the solicitation are issued (acknowledgement of amendments required b a signed copy of all amendments must accompany contractorbs proposal). The solicitation will be available on or about 28 April 2017. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
