DESCRIPTION:
The Monongahela National Forest (managed by the USDA Forest Service) in West Virginia has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract(s) for road maintenance (grading) for Forest Service roads.


The Contractor will be required to provide all expertise, labor, supervision, services, tools, equipment, transportation, permits, licenses, and incidental supplies as required in the Schedule of Items and Specifications of this solicitation necessary to perform road maintenance (grading) in varied Forest Service locations. A detailed description of the requirements will be contained in the solicitation document. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes.


LOCATION:
Performance of road maintenance (grading) will be throughout the Monongahela National Forest.


The North Zone includes the following:


Cheat Ranger District; Parsons, WV
West Virginia Counties: Pendleton; Preston; Randolph; Tucker


Greenbrier Ranger District; Bartow, WV
West Virginia Counties: Pocahontas; Randolph


Potomac Ranger District; Petersburg, WV
West Virginia Counties: Grant; Pendleton; Pocahontas; Randolph; Tucker


The South Zone includes the following:


Gauley Ranger District; Richwood, WV
West Virginia Counties: Greenbrier; Nicholas; Pocahontas; Webster


Marlinton Ranger District; Marlinton, WV
West Virginia Counties: Greenbrier; Pocahontas; Randolph; Webster


White Sulphur Ranger District; White Sulphur Springs, WV
West Virginia Counties: Greenbrier; Pocahontas


Prices may be submitted for the North Zone and/or the South Zone. The Government anticipates making multiple awards.


INFORMATION FOR OFFERORS:
This requirement is being solicited as a commercial item. Requests for Proposals (RFPs) are being requested in accordance with FAR Parts 12 (Acquisition of Commercial Items).


A firm, fixed-price multiple year supply contract is anticipated. The requirement is for a base period and potentially up to four (4) additional one-year option periods.


Vendors should propose prices for all contract items on the Schedule of Items for the base and all option periods. Prices should be provided for all sub-items within a contract line item that is quoted.


A minimum of $2,500 is guaranteed in the base period only. The maximum value for the base period and all option periods (all contracts combined) is $1,000,000.


SET ASIDE:
This procurement is set aside 100% for Small Businesses. The NAICS code is 2237310 - Highway, Street and Bridge Construction and the Small Business Size Standard is $36.5 million average annual receipts.


CONTRACTOR QUALIFICATIONS:
All Vendors must have an active registration in the System for Award Management (SAM) database prior to award of a contract. Registration in SAM may be completed on the Internet at http://www.sam.gov.


This solicitation will ONLY be available electronically. All solicitation documents will be available for downloading from the Federal Business Opportunities website (www.fbo.gov) on or around February 26, 2019. Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
