This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation for which quotes are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, effective October 26, 2018.

USDA Rural Development (RD) in Puerto Rico intends to award multiple Blanket Purchase Agreements (BPA's) to small business firms capable of providing private attorney services for single family housing properties in Puerto Rico. A BPA is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. Each Call Order will be competed amongst the established BPA Holders only when the anticipated amount of the call exceeds the Micro Purchase Threshold.

Individual call orders shall be submitted in accordance with the terms in the BPA. Government personnel authorized to place call orders under the BPA will be identified on the BPAs by name and telephone number. The contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work that accompanies the order. Timely delivery of complete and accurate appraisals is crucial to the success of RD programs.

Standard Form (SF) 1449 will not be part of this posting.
IAW FAR 12.603(b), "When using the combined synopsis/solicitation procedure, the SF 1449 is not used for issuing the solicitation." It is the contracting officer's determination that it is in the best interest of the Government to use the above streamlined procedures.

PERIOD OF PERFORMANCE: The contract period is June 29th, 2019 to June 28th, 2020; with 2 optional fiscal year ending September 2022. The option may or may not be exercised by the Contracting Officer. The BPA may be cancelled by either party in writing at any time.
