THIS IS NOT A REQUEST FOR QUOTES OR PROPOSALS. The Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is not currently available. The Government may or may not issue solicitation documents. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), is conducting market research for qualified firms that are capable of providing the following products, to the New Jersey East Orange Campus at 385 Tremont Avenue, East Orange , NJ 07019.

General Introduction:
Standing posture is a measure which is linked to fall-risk. In a normal, healthy system we maintain standing posture through feedback from our visual, muscular, and vestibular (inner ear) systems. When any of these systems (or the communication bridges between these systems) becomes dysfunctional it can negatively affect standing posture and contributes to a person becoming at risk of falling. Standing posture is a measure which is sensitive to changes following exposures to drugs and traumatic brain injury. Both of these are relevant to a military population. To test standing posture a person stands upon a force platform (a metal plate) with their eyes open and then with their eyes closed. This test is safe, non-invasive, and fast.
Objectives

Goals:
The goal of this request is to obtain a force platform which has been FDA approved for use in a clinical population with traumatic brain injury.

How end product will be used:
This product will be used to supplement and enhance the standard clinical care provided at the WRIISC. The ability to include tests of standing posture will help identify patients who may be at an increased risk for falls, and will thus enhance our current clinical care.

Period of Performance
The contractor shall complete the work required under this SOW in 30 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor s proposal, the contractor s proposed completion date shall prevail. The work shall begin within 30 calendar days of award, unless otherwise specified. Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO.

Product Specifications (for supplies)

We are requesting a force platform to use in our clinical testing. This will include:
Hall sensor plate, laptop, USB drive, cordless mouse
Two year warranty, online and remote training and support
Software which analyzes the information from the hall sensor using both linear and nonlinear, FDA-approved, measurements of sway
FDA-approved software which assesses motor planning and executive functioning tasks, in relation to the sway measurements.

The force platform by NeuroMuscular Technology, LLC or equal is being requested.
