USDA NRCS has a requirement to obtain services in the State of Pennsylvania (PA) for hayfield and pasture restoration for the 832D3710010TY GRP permeant easement property located in Mifflin County. Description of services is listed in the Statement of Work. All practices in the Plan are required to be followed to restore perennial grasses and forbs. The purpose of restoration is to restore and protect the grazing uses and related conservation values on the property by conserving and enhancing grassland, shrubland, forbs, wildlife habitat and biodiversity.

This procurement is a TOTAL SMALL BUSINESS SET-ASIDE ACQUISITION and will be released under Solicitation Number 12FPC119Q0054. The small business size standard is based on the North American Industry Classification System (NAICS) Code 115310 Soil Preparation, Planting, and Cultivating with a size standard of $7.5 million average annual income.


PROJECT DESCRIPTION. The Contractor shall follow the Statement of Work and applicable regulations to provide Grassland Restoration Services for the associated property. The services entail the following:


1) Cover Crop
2) Forage and Biomass Planting
3) Upland Wildlife Habitat Management


PROJECT DURATION. September 2019 - September 2022


SUMMARY. Contractor shall furnish all supervision, labor, materials, tools, equipment, transportation, supplies and travel necessary to provide the required services in accordance with NRCS specifications, and terms and conditions of the contract, and other attachments provided.


WORK TO BE PERFORMED BY PRIME CONTRACTOR. The contractor shall perform, with its own organization, work equivalent to at least 50 Percent of the value for the work of the contract.


SITE VISIT. One site showing will be held; date, time, and location will be TBD at a later date, possible dates will be between September 17 - September 19, 2019. Once site showing date, time, and location has been confirmed, an amendment will be executed and posted.


Contractors are strongly urged to attend the site showing. The purpose of this site showing will be to answer questions regarding, or requests for clarification of the requirements and solicitation documents. Although questions during the site visit are permissible, statements or representations made during the site visits are not legally binding. Changes resulting from the site visits are official only if issued through an Amendment to the Solicitation.

ADDITIONAL INSTRUCTIONS - PREPARATION OF QUOTES
In order to receive complete consideration for award of a contract, prospective Quoters are requested to submit quotes consisting of the following:


1. Completed STANDARD FORM (SF) 1449, sign and date
2. Completed PRICING SCHEDULE (page 3)
3. Complete all other representations and certifications required by Section K and not already completed in the System for Award Management (SAM), page 26
4. Provide evidence of registration in SAM and that status is "Active".
5. Complete 52.209-5 Certification Regarding Responsibility Matters. (OCT 2015), page 28
6. Complete 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. (FEB 2016), page 30


Failure to provide any of the documents required above will result in a non-responsive quote.
