USDA, ARS, NWISRL in Kimberly, ID intends to purchase a new forage harvester for research plots.

This is a Combined Synopsis/Solicitation announcement for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.


This announcement constitutes the only solicitation. Solicitation number 901205405000677_ABLeytem is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101 corrections.


Interested offerors must submit their quote by filling out the attached Standard Form 18,Request for Quotation. Successful offeror will be evaluated by the evaluation factors that are included in the Standard Form 18. The government intends to award a Firm Fixed Price Contract in July of 2019.


The specifications for the equipment are as follows:
1. Self-Propelled harvester
2. Ability to harvest alfalfa, triticale, grasses and other forages.
3. Ability to harvest crops that are 0.5 to 3 feet tall.
4. Adjustable cutting height from 1 to 6 inches.
5. Harvest width of 3 (three) feet.
6. Integrated scale system for weighing harvested material.
7. Ability to collect sub-samples for laboratory analysis.
8. Secondary hopper for carrying harvested materials to the end of the field.
9. Cab with heat and air conditioning for machine operator.

As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies.


The solicitation will only be available for download at no charge at the Federal Business Opportunities (FBO) website. (http://www.fbo.gov). No other site shall be used to obtain these documents.


Prospective vendors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management (SAM) database at http://www.sam.gov.


The procurement is set aside for small businesses.


This procurement requires the use of Bio-based products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced.


Where available these products should first be acquired from among qualified products that fall under the umbrella of items designed through the USDA BioPreferred SM Program.
