This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 in combination with FAR Part 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 1645BC-19-R-00004 and it is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAR FAC 2019-01 January 22, 2019.
The associated North American Industrial Classification System (NAICS) code for this procurement is 722310 Food Service Contractors. Size standard is $38.5 million.


Offerors are encouraged to read the solicitation package in its entirety to fully become aware of the work requirements of this solicitation.
In order for a proposal to be considered, Offerors must submit a signed and dated SF -1449 including any Amendments duly acknowledged, and completed Pricing Schedules for the Base Period and 4 Option Years. Offerors shall also complete and submit with their proposal FAR provisions 52.209-5, 52.209-7, 52.219-1, 52.222-25, and 52.212-3 that are included in the solicitation.
This Request for Proposals contains a work statement for performance-based services. This means that the Government has described WHAT is to be accomplished, not HOW to accomplish it, and states a basis for determining whether finished work meets the Government quality requirements. It does not state detailed procedures for accomplishing the work unless there are safety, security, or communication requirements.


It is the responsibility of the Contractor to ensure that they build into their quoted price the necessary number of employees and hours it will take to meet the performance standards specified. If any part of the work will be subcontracted, the proposal must reflect the tasks to be performed by the prime and subcontractor, including a breakdown of costs in the price proposal that demonstrates that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.


Note: This procurement is a Total Small Business Set-Aside with the caveat that the State Licensing Agency, considered other than small business, will be allowed to compete. Offers from the State Licensing Agencies (for Blind vendors) operating under authority of the Randolph-Sheppard Act, 20 USC, 107(a-e), must be given a priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR 395.33..


Services are to be performed in accordance with the specifications in the attached performance Work Statement (PWS).
A site visit will be established for vendors on April 9, 2019 at 9:00 AM EDT at the National Mine Health and Safety Academy, 1301 Airport Road, Beaver, WV 25813.


Offerors must be fully registered in the System for Award Management (SAM).


Proposals must be received by Jennifer McKeever, Contract Specialist, no later than 1:00 PM (EDT) on April 30, 2019. Proposals will be accepted by e-mail at Mckeever.Jennifer@dol.gov. Electronic proposals must be submitted in a format compatible with Microsoft Office or Adobe. Proposals must be valid for a period of 90 days and include enough information for the Government to make a determination that the Contractor can responsibly deliver the required products and services.
All questions on this requirement must be submitted in writing via e-mail to the Contract Specialist by April 22, 2019 at 1:00 PM (EDT). Any questions for which answers can be provided may be conveyed to prospective Offerors by amendment to this RFP on or around April 23,2019, without reference as to the originating source.
