The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: SO2 Salt Fog chambers System, Qty 1. This requirement is sole source to KCH SERVICES, INC., Box 1287, 144 Industrial Dr., Forrest City NC, 28043 due to this system is explicitly designed and built to our unique requirements and criteria. This is imperative in determining life-cycles of numerous equipment items used by the warfighter. Safe operation of the system will require purchase of a scrubber to neutralize potentially hazardous emissions. KCH is the only manufacturer who has the resources to design and build this system to our unique specifications within the allotted time frame. Any firms believing that they can provide the KCH Service Inc SO2 Salt Fog chambers System may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality or the hazmat and reliability without causing programmatic hardship.
