The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business relative to NAICS Code 334516, with a small business size standard not to exceed 1,000 employees.


Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time.


After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time.


Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions:


1) Is your business a small business under NAICS code 334516?
2) Does your firm qualify as a small disadvantaged business?
3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act?
4) Are you a certified HUBZone firm?
5) Are you a woman-owned or operated business?
6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business?
7) Is your business a large business?


Please provide a capability statement addressing your organization's ability to perform as a prime contractor the work described below:


The US Army Engineer Research and Development Center, Environmental Laboratory, Environmental Processes and Engineering Division, Environmental Risk Assessment branch (CEERD-EP-R) requires a new flow cytometer in order to stay competitive in biological research. The instrument uses the principles of light scattering, light excitation, and emission of fluorochrome molecules to generate specific multiparametric data from single cells or particles. Flow cytometers are able to rapidly screen large numbers of cells or particles far beyond the capacity of traditional pathological or cytological methods. The ability to analyze multiple parameters in a single cell at one time maximizes the data produced from each experiment. EL needs this capability to stay competitive in biological research. New assays under development for flow cytometers would be very marketable to current and potentially new customers.


The flow cytometer needs to meet the following requirements:
• Blue laser, 488nm
• Red laser, 640nm
• Following required optical filters:
o 510/15nm
o 533/30nm
o 540/20nm
o 565/20nm
o 585/40nm
o 610/20nm
o 630/30nm
o >670nm
o 675/25nm
o 780/60nm
• Weight less than 40lbs
• Routine Maintenance is easily user performable.
• Preventative maintenance parts for a year's worth of maintenance
• Resolution of Particles from 0.5microns to 40 microns
• Sheath fluid is not proprietary
• Accommodate a variety of sample tube sizes from traditional 12 x 75 mm tubes to micro-centrifuge tubes
• Ability to handle sample volumes as low as 50µL
• Absolute cell counts can be obtained without addition of counting beads or other reagents to ensure accurate count
• Must include workstation/compute and software necessary for operating machine
• Include at least 1 year's service agreement with yearly options for an additional 4 years of service
• Include installation
• Include training to ensure end user is proficient in operation
