Summary of the Requirements and Scope for the Flight Test Aircraft Maintenance Effort at Redstone Test Center, Aviation Flight Test Directorate

The capacity in which the support functions will operate are crucial and essential to RTC and its mission to support the Warfighter, however, these functions are indirect to the Tests being performed. Listed below are a summary for which contract support will be required. Interested sources must submit a package demonstrating their relevant experience and ability to provide services in this RFI.

1. Maintenance Measures - The contractor shall support the maintenance measures below that directly affect the contract's ability to regenerate aircraft availability through repair and scheduled services.

a) Scheduled maintenance/phase completion standards.
b) Unscheduled maintenance plans (P4T3) and downed aircraft recovery procedures.
c) Maintenance quality, production, Class 9 aviation supply, Government Furnished Equipment (GFE), Government warehouse, and management reports
d) Undergo or support all Internal and Army command Aviation Resource Management Survey (ARMS), Army Command/Organizational Inspection program (CIP/OIP), Government Flight Representative (GFR) surveys, or other audits as required. Record results and provide/assist Government corrective action progress reports.
e) Standard/non-standard aircraft configurations management plan and database.
f) Test, measurement, and diagnostic equipment (TMDE) delinquency and instrument master record file (IMRF).
g) Specially qualified personnel status such as property manager, Technical supply, hazardous material (HAZMAT), aircraft armament/electrical (AA&E), Safety, maintenance test pilots, Unit Level logistics Systems-Aviation (ULLS-A), and other unique/specific aviation maintenance support activities/shops.
h) Aviation maintenance Support Process and task organization.
i) Aircraft component exchange procedures

c) Aircraft weighing requirements
d) Forms and records management
e) Publications management
f) Corrosion control program
g) Aviation work order processing
h) Document registers
i) Parts requisition status reports
j) Bench stock, shop stock, prescribed load list (PLL) & consumable reporting/tracking
k) Safety of flight message tracking/reporting

3. Inspection and Acceptance of Quality - Develop and implement a comprehensive overall internal surveillance and quality program as part of procedures.

a) Aircraft Aviation Maintenance
b) Hazardous Inspection Controls
c) Reviewing Database and files
d) Aviation Material Production
e) Aviation MWO application
f) Technical Library Support
g) Test Facility Support
h) Material Application Lifecycle Management
i) Programming Analysis
j) Network Security Operations
k) Inspection Sites

4. Flight Operations Support - The contractor shall use shared flight operations planning area, a combined Government and contractor flight crew information file, a combined Government and contractor reading file for Contractor use and planning when performing all Government approved flight missions and profiles IAW AR 95‐20. Contractor is responsible for all flight crew member record, certifications, training requirements, and qualifications as required IAW AR 95-1 and AR 95‐20 both on-site and TDY locations.

d) Demonstrations and Static Display Arrangements
e) Special and Non Routine Missions

g) Flight Crewmembers Requirements for Aircraft

5. Management and Proficiencies of Personnel - Provide and maintain occupational skill levels and capabilities for the purpose of providing the full scope of field, sustainment, and limited Depot maintenance. The Contractor shall provide personnel possessing the knowledge, skills, abilities, qualifications, and training to support contract performance. Examples include:

a) Personnel training plans and records.
b) Management of Personnel IAW minimum qualifications.
c) Conduct of Personnel.
d) Program Management plan.
e) Safety Management plan.
f) Test Support configurations and Performance Management

6. Environmental & Safety Support - Provide all supervision, labor, travel, incidental materials, and resources necessary to support the areas of environmental and safety for all applicable test ranges and maintenance facilities. Maintain a working knowledge of, and compliance with, all applicable Federal, State, and Local regulations. Support capabilities include, but not limited to:

a) Environmental Compliance
b) Operations Safety Support
c) System Safety Support
d) Explosive Safety management
e) Accident investigation and reporting
f) Regulatory Compliance (US Army, Aviation and Missile Command, ATEC, OSHA)
g) Hazardous identification and mitigation

7. Performance Objectives/Metrics - This performance-based service requirement incorporates the following performance objectives: (1) Delivery of high quality technical performance to the Internal Customer Service; (2) Adherence to schedule, milestone, and delivery requirements; and (3) Control of Labor and Material resources. It is the Contractor's responsibility to employ the necessary resources to ensure accomplishment of these objectives. The Government's assessment of the Contractor's performance in achieving these objectives will utilize the standards, acceptable quality levels, surveillance methods, and performance incentives.

a) AS 9110 certifications.
b) Aggregate aircraft availability rate for test purposes.
c) Obtain and Retain Personnel
d) Phase Maintenance completion
e) Safety benchmarks
f) Maintenance Work Orders (MWOs), test support and request for modification.
g) Cost, Schedule, Performance Control and Management
