INTRODUCTION


The Naval Air Systems Command, PMA209 (Air Combat Electronics), is conducting market research to identify qualified, experienced, and interested potential Small Business sources for Flight Management System software modules that support contemporary Performance Based Navigation (PBN) capability, including Area Navigation (RNAV) and Required Navigation Performance (RNP), which shall adhere to Future Airborne Capabilities Environment (FACETM) Edition 2.1 conformance requirements; for integration into multiple USN/USMC platforms (fixed and rotary wing). This market research is focused on concepts consistent with possible integration into multiple USN/USMC platforms starting in FY2019 timeframe. All Small Business Set-Aside categories will be considered.

PROGRAM BACKGROUND


High traffic congestion of commercial airways has forced significant changes to the air traffic control environments and regulatory mandates domestically and abroad. Spurred by the need to operate under these new civil regulations in support of military operations, and facilitated by recent advances in aviation technology, the Naval Air Systems Command (NAVAIR) initiated a program to provide a common systems approach bringing Navy aircraft into compliance with regulatory requirements. The result of the regulatory changes includes new definitions of the airspace and new requirements for aircraft navigation and reporting capabilities. Though initiated by the Federal Aviation Administration (FAA) and International Civil Aviation Organization (ICAO), these requirements are mandated for all Navy and Marine Corps aircraft through the Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM) program which defines these capabilities.



A Draft Statement of Work (SOW) is attached.


Interested parties are requested to submit their response, addressing the following items in no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch font. Responses shall address the following:



INFORMATION SOUGHT
In search of Vendors that have developed an existing GPS based RNP RNAV software solution that can be modified to meet the US Navy's requirements for a FACE conformant, Flight Management Function (FMF) software application to be integrated on multiple aircraft Type/Model/Series (T/M/S) by the platform integrator. Requirements for the FMF software application will be derived from RTCA DO-283, RTCA DO-229, FAA TSO-C115d, and the FACE Technical Standard Edition 2.1.
Corporate Experience...Vendors must have experience providing aircraft navigation, flight management system solutions for civil and military aircraft that have been certified for use in civil airspace. Vendors must have experience in providing modular, open architected software solutions as well as experience with RTCA DO-178B/C, MIL-STD-882 and Design Assurance Levels.
Vendor's Navigation, Flight Management System solution must demonstrate experience with the following capabilities/operations:

SUBMISSION DETAILS


Upon evaluation of the responses, if it is determined for this requirement to be an unrestricted competition, the government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal.
