Intent of the Notice: Army Contracting Command-Orlando (ACC-ORL), in support of the United States (U.S.) Army National Guard Bureau Training Division (ARNG-TR), intends to issue a contract on a sole source basis, pursuant to only one responsible source who can meet the requirements. The period of performance is expected to go from 01 December 2019 to 30 november 2024. This synopsis publication satisfies the requirement at FAR 5.2 and constitutes the Government's Notice of Intent to award a sole source award to Stanford Research Institute (SRI) International,

Brief Description: ARNG-TR has a requirement to acquire FlexTrain software (ORION) maintenance and technical support services. FlexTrain is a Department of the Army-approved Training Aid simulation system used by the U.S. Army National Guard (ARNG) to develop platoon-level Decisive Action readiness. The Flextrain system and software are the backbone of the ARNG's eXportable Combat Training Center (XCTC) program. FlexTrain has been used exclusively by the XCTC program of record using the system's proprietary software (ORION) as the operating system and graphical user interface. The Government has limited rights to ORION software and does not have permission to disclose or disseminate the licensed software for the purposes of maintenance and technical support services. SRI International is the only source of software maintenance and technical support services for the ORION platform, which, in accordance with FAR 6.302-1(b)(2), provides appropriate authority for the use of a sole source award.


Responses: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested firms may identify their interest and capability to meet the requirement and submit their response by close of business 29 November 2019. This notice of intent is not a request for proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice lies solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
