This procurement is a Total Small Business set­-aside.

The General Services Administration (GSA) has a need to replace the existing flat roof at the Customer Cargo Inspection Facility. The location of the work is at the Customs Cargo Inspection Facility at 2810 West Fort St, Detroit, MI.


The following is a brief summary of the required services:


General Scope: The work included in this project will include, but not limited to, the removal of the existing roofing. This is a full replacement of a flat roof system including membrane, insulation and fasteners. The contractor will need to provide a new fully adhered white Ethylene-Propylene-Diene-Monomer (EPDM) membrane roofing system along with new metal flashing and expansion joints as required.


It is believed that there is no asbestos or other hazardous substances in the project area. The Architect has made a cursory inspection of those areas reasonably accessible and has observed no hazardous substances. Testing has been performed on a limited basis.


The construction performance period is 45 calendar days upon receipt of on-site notice to proceed. The construction cost estimate is between $500,000 and $1,000,000.


The North American Industry Classification System (NAICS) code is 238160, Roofing Contractor, with a size standard of $15 million.


This acquisition will be accomplished in accordance with the procedures detailed in FAR Part 15.3, Source Selection Procedures. The procurement will be based on best value selection process. The Government will award a firm-fixed price stand alone contract resulting from this solicitation to a responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government, based on the evaluation factors: past performance and price.



All responsible small business concerns may submit a proposal which shall be considered by the agency. Proposals will be opened privately. The solicitation will be available on or about April 3, 2019.


There will be a pre-proposal conference. The date and time of the conference will be included in the solicitation.


Offerors will be responsible for downloading the solicitation and for monitoring FBO for amendments and/or additional information.


All offerors must be registered in the System for Award Management (SAM) located at www.sam.gov at the time proposals are due n order to be considered for award.


The solicitation will be available for download through FedBizOpps. All interested vendors must be registered with this website in order to download the solicitation and amendments. Potential offerors will be responsible for downloading the solicitation and monitoring the Federal Business Opportunities website for amendment(s), if any, to the solicitation. Offer due date and time for receipt of proposals will be posted in the solicitation.
