Fixed Income Pricing
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FHF-14-R-0305. This procurement is issued as a Request for Proposal (RFP). The government anticipates awarding a Firm Fixed Price (FFP) contract as a result of this solicitation. This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular (FAC) 2005-73, Effective April 29, 2014. The associated North American Industry Classification System Code (NAICS) is 541611 Administrative Management and General Management Consulting Services Size Standard $14.0 Million.
STATEMENT OF WORK: The contractor shall provide the Federal Housing Finance Agency (FHFA) quarterly model prices of Federal Home Loan Bank (FHLBank) debt in accordance with the Statement of Work (SOW). The prices include a ‘base case' price given the quarter-end financial market data as well as prices in four parallel yield curve shift scenarios. Refer to Section B.2 of the RFP for the SOW.
PERIOD OF PERFORMANCE: This contract has an effective period of performance for five years starting from the date of award. The initial five-year period of performance may be extended for an additional four years up to a maximum of nine years or a lesser period, based on the Contractor's performance, the FHFA's continued need for services, and determination that the award term prices are fair and reasonable. Refer to FHFA Local Clause C.14 for additional information.
