The State is releasing this Request for Proposal (RFP) to procure a Fish and Game Licensing System.

The first component of this System, the Agent Licensing Subsystem, will be installed, along with hardware, at license Agent locations to record and transmit license sales data. The Agent Licensing Subsystem shall consist of Hardware, preferably touchscreen capable, serviced and maintained by the Vendor, and Software which will allow the Agent to record customer license data and print hunting and fishing licenses. The Agent will be responsible for providing the necessary Internet connection and will access the Vendors server through a secure login. No transaction data will be stored locally on the Agents System. The primary goal of the Agent Licensing Subsystem is to replace the current paper licensing process.

The second component, the Internet License Sales Subsystem, shall allow individuals to purchase hunting and fishing licenses over the Internet through a web application developed and hosted by the Vendor. Data from both Subsystems shall be compiled into a text file and posted to a secure ftp site provided by the Vendor on a daily basis. Fish and Games SQL server will run a job daily to process the file into the departments licensing database.

Both components shall facilitate mandatory federal reporting for the migratory game bird Harvest Information Program (HIP) and the National Saltwater Registry. The Vendor shall also be required to support the HIP program by providing a toll free number for hunters to obtain their permit number.
