This is a Sources Sought Notice in accordance with FAR Part 10, Market Research. There is no solicitation available at this time.

This sources sought is for planning purposes only, to assist in determining if this effort can be obtained competitively and/or as a total Small Business Set-Aside, and to gain knowledge of interest, capabilities, and qualifications of various interested business concerns. The Government will use this information to determine the best acquisition strategy for a potential procurement. The Government is interested in all socioeconomic contracting programs (i.e., 8(a), Service-Disabled Veteran-Owned, HUB Zone, and Women-Owned Small Business concerns). The Government requests that interested parties respond to this notice with capabilities and identify your small business status with respect to the identified NAICS code. If a solicitation is released, it will be synopsized and posted on the FedBizOpps website. It is the responsibility of the potential offerors to monitor that site for additional information pertaining to this requirement.


DESCRIPTION: The 366th Contracting Squadron at Mountain Home AFB, Idaho, is seeking potential sources interested in providing the following:


1.0 The Fire Department is requesting a Fire Safety Training Trailer matching current training curriculum and equipment. Shipping and on-site training required.


1.1. The trailer requested should be 27 feet overall plus tongue, 8 feet 6 inches wide and approximately 11 feet exterior height.


1.2. The construction of the trailer should be built with a minimum of 0.050 white heavy duty aluminum


1.3. The frame should have built in welded corner posts with stabilizing jacks on all four corners.


1.4. Tongue should be an A-frame hitch with 2 5/16" coupler and safety chains with average and maximum tongue weight of 1,000 lbs. (2,000 lbs max)


1.5. Trailer weight should be around 9,000 lbs. or less


1.6. GVWR 13,200 lbs. or less


1.7. Each training room should have 36" x 80" hinged entrance doors


1.8. A pull-out step should be installed for each exterior door.


1.9. Ventilation should be provided with power exhaust fans above each training room with a wall mounted switch.


1.10. A 12v interior light in electrical compartment shall be provided


1.11 A 12v interior light in trailer when plugged into vehicle shall be provided
1.12 A 12v power cut off switch shall be provided
1.13 A foldable grab handles on exterior door shall be provided
1.14 Red 15' Awning; mounted on entry side of the trailer
1.15 10 KW Portable Wheeled Generator. Power all electrical trailer features with this gas fueled generator. Fits within the external generator storage compartment built into the kitchenette room.


1.16 50 foot power cable with all required plugs and adaptors.


1.17 Online UPS system


1.18 Power winch and ramps for loading and unloading the generator from the storage Compartment


1.19 Roof-mounted premium air conditioner.


1.20 Wheelchair Ramp and Hardware Storage - Eight foot Wheelchair ramp and storage for all associated hardware (600lb weight capacity)


1.21 Trash Can Props - Fully interactive trash can fire prop with integrated digital flames, smoke, and sound effects. Fires can spread from the stove to the trash can if left unchecked. Fires respond dynamically to the actions of the training extinguisher and response of the trainee. One trash can will be in kitchen and one in bedroom, per customer request.

2.0. The follow shall be installed inside the trailer:
2.1 Interactive Kitchen Emergency Training Room
2.2 Fully interactive three-dimensional stove with oven and stove top fire training scenario. Features integrated digital flame, smoke, and sound effects. Fire starts and grows dynamically and responds in real time to the actions of the training extinguisher and response of the trainee.


2.3 Fully interactive trash can fire prop with integrated digital flames, smoke, and sound effects. Fires can spread from the Stove to the trash can if left unchecked. Fires respond dynamically to the actions of the training extinguisher and response of the trainee.


2.4. 5lb rechargeable laser driven training fire extinguisher, with on-board sound effects and rechargeable batteries that interacts in real time with the burning cook top smart prop


2.5. Central automated network control switch that allows fire to grow dynamically and spread to other linked smart props for realistic fire expansion scenarios


2.6. Interactive smoke detector response scenario prop, responds automatically to the cook top fire scenario in the room


2.7. Wireless handheld remote for initiating or stopping emergency scenarios


2.8. 911 phone with dial tone, working buttons, and voice message. Phone plays pre-recorded emergency message or a customized message


2.9. Cabinets and sink props


2.10. Mock window


2.11 Training-smoke evacuation fan


2.12 Overhead heaters which vary automatically based on the intensity of the scenario fires to create a fire emergency scenario.

2.17 Wall-mounted flat screen TV with DVD player for Safety Videos


2.18 Over Stove Cabinet Fire - Features integrated digital flame and sound effects. Fire can grow and spread to cabinets above the stove if fire is left unchecked or is not properly extinguished. Cabinet fire dynamically responds to the actions of the training extinguisher and response of the trainee.


2.19 Microwave Prop - Sparking and burning counter mounted microwave, with functioning power plug to disconnect the unit and shutdown the C-class fire scenario


3.0. Interactive Bedroom Emergency Training Room Features:


3.1. Heated and smoking door prop, with full door heating effects that vary the core temperature from top to bottom, allowing for interactive hazard recognition and evacuation lessons.


3.2. Adjustable temperature control on the door.


3.3. Smoking electrical outlet, allowing for electrical safety hazard recognition lessons


3.4. Smoke detector with alarm (switch operated)


3.5. Towel rack and towel for smoking door scenario interactions


3.6. Sliding window with exterior mounted escape ladder for drills


3.7. Chair, bed and lamp props


3.8. Door to briefing room


3.10. Sparking/Burning Air Conditioner Prop - Sparking and burning wall mounted air conditioner in the interactive bedroom, with functioning power plug to disconnect the unit and shutdown the c-class fire scenario.
