Finding:

The existing building fire alarm control panel (FACP) is outdated and troubled prone. The FACP is a discontinued product (EST QuickStart) manufactured by Edwards United Technologies. Parts and supports are not readily available and it is difficult to keep the system in operational. The FACP displays multiple system trouble. The trouble status indicates that the system will not be fully operational when needed. (NFPA 101, 2015, 4.6.12 & 9.6.1.4)

Recommendations:

Obtain the service of a licensed fire alarm contractor to provide design and construction for the replacement of the existing fire alarm system in the building. For ease of maintenance and service the new fire alarm system should be similar to the fire alarm system already utilized in other buildings throughout the center. The new fire alarm system shall include a new FACP and code required fire alarm devices throughout the building. The new FACP shall be addressable with battery backup and integral or external TVSS device, and have adequate zones to cover the entire building plus two spare zones. Install all fire alarm cable in ½" EMT conduit. Reuse the existing conduit and wiring to the extent allowable by code. Installation of the new fire alarm system shall meet the requirements of the latest edition of NFPA 72, including complete testing and documentation as outlined. A one year service and maintenance contract for testing, inspection and documentation in accordance with NFPA 72 shall be included along with a one year warranty period, and options for renewal for five years after the warranty period expires. Retain all documentation in accordance with code following the closeout and provide a copy of the warranty to the ESC.
