This is a combined synopsis/solicitation for commercial items prepares in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation, quotes are being requested and a written notice, will not be issued. Soliciatation Number 984432. The North East Area (NEA) Beltsville Agricultural Research Center (BARC) located in Beltsville, Maryland at U.S. Department of Agriculture (USDA} has a requirment/need for Fire Alarm Monitoring Services for 52 BARC Buildings. The award will be for the period starting approximately 12/1/2019 thru November 30, 2020 for a Firm Fixed Price type contract.  With the potential for four additional Options Years. The Details and Specifications for the work can be found in the attached SOW.

The North American Industry Classification System (NAICS) code is 561621; small business size standard is $20.5 Mill.

DELIVERY TO: USDA-ARS-BARC, Beltsville, MD.


NOTE: ALL OFFERORS SHALL BE REGISTERED IN THE System for Award Management (SAMS) DATABASE IN ORDER TO RECEIVE AN AWARD


DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Completed Schedule B and Quote on company letterhead detailing the item description, total price and valid for at least 60 days after receipt of quote; 2) at least 3 to 5 references. (Government references preferred, with Contact Information). 3) a completed copy of the provisions FAR 52-212.3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS.


REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered.

This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
