NOTICE OF INTENT TO AWARD SOLE SOURCE
This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of FAR 8.405-6(a)(1)(i)(B); only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract to Johnson Controls Fire Protection LP to provide Fire Alarm Inspection, Testing, and Repair Services to support the Central Iowa VA Health Care System, Des Moines, Iowa. Johnson Controls Fire Protection LP is the only known firm having unfettered access and software codes to access simplex fire alarm panels to conduct fire alarm inspection and testing, and repairs. Proprietary software and computer hardware are currently being utilized on the Simplex fire alarm, fire doors, and sprinkler system. The hardware includes circuit boards and partitioning circuit boards within the Simplex fire alarm panels.
The North American Industry Classification System (NAICS) code for this requirement is 561621, Security Systems Services (except Locksmiths), with a small business size standard of $22.0M. The service code is H312, Inspection-Fire Control Equipment.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest and capability to meet this requirement by submitting supporting documentation including an authorized dealer/distributor letter. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
