Financial and NCAA Compliance Audit
Financial and Compliance Audit: Each proposal must address itself to the conduct of an audit and
expression of an opinion upon the Universitys financial statements for the years ended June 30, 2010,
2011, 2012, 2013 and 2014. The proposal must address itself to the conduct of an audit performed in
accordance with auditing standards generally accepted in the United States of America, and the provisions
of Government Auditing Standards issued by the Comptroller General of the United States; the Single
Audit Act Amendments of 1996; and the provisions of the Office of the Budget (OMB) Circular A-133,
Audits of State, Local Governments, and Non-Profit Organizations.
The audit must also include audit procedures to ensure compliance with State Laws, Rules and
Regulations that, if not followed, could materially affect the basic financial statements.
From time to time, the University may require assistance from the successful Offeror with technical
issues, for example, the University may request the successful Offerors assistance in reviewing policy
and presentation issues related to GASB pronouncements. The proposal must specify rates for providing
such services.
