BLANKET PURCHASE AGREEMENT (BPA) - SOLICITATION TEMPLATE      

 

Subject:           Request for Quote- Solicitation Number: 72065618Q00003

 

The United States Government, represented by the U.S. Agency for International Development (USAID), Office of Acquisition and Assistance (OAA) is soliciting a Request for Quote (RFQ) from qualified and responsible contractors for the purpose of establishing Blanket Purchase Agreement(s) (BPAs) to provide financial services as described in the attached statement of work.

 

This procurement is restricted to local Mozambican Certified Public Accountant (CPA) firms.

 

In accordance with ADS 302, for the purposes of this section, local entity means an individual, a corporation, a nonprofit organization, or another body of persons that—

 

(1) is legally organized under the laws of;

(2) has as its principal place of business or operations in;

(3) is majority owned by individuals who are citizens or lawful permanent residents of; and

(4) managed by a governing body the majority of who are citizens or lawful permanent residents of;

 

a country receiving assistance from funds appropriated under title III of this Act

 

USAID anticipates the award of up to 3 BPAs to Mozambican firms for a period of 5 years. Prospective Contractors should be aware that while USAID may award multiple BPAs, USAID will only award the number of BPAs required to meet USAID current need.  Contractor quotes must be submitted in accordance with the RFQ instructions at the specified place and time.

 

Contractors are required to respond to all areas of the scope of work.

 

The North American Industry Classification System (“NAICS”) code for this acquisition is 541611. 

 

The Authorized Geographic Code:  The Authorized Geographic Code for this procurement is 935. 

 

Contractors must refer to the instruction section for information regarding this RFQ requirement. Contractors should take into account the expected delivery time required by the RFQ transmission method as specified in the RFQ.  Contractors are responsible for ensuring that RFQ are received at USAID by the due date and time as noted above and submitted to: Marianne Pinto-Teixeira at mteixeira@usaid.gov. ; Failure to comply with the submission date and time will render the Contractor’s quote unacceptable and the quote will not be reviewed or evaluated.  Faxed quotes are not acceptable, nor will they be reviewed or evaluated.

 

Contractors must be registered in the System for Award Management (“SAM”) database prior to award at www.sam.gov.   Contractors must submit copies of their representations and certifications, through the Online Representation and Certifications Application (“ORCA”) (http://orca.bpn.gov). 

 

Contractors should retain for their records copies of all submission which accompany their quotes.  All submissions should be on the organization letterhead and signed by a person who has signatory authority for the organization and clearly marked with the RFQ number.

USAID bears no responsibility for data errors resulting from transmission or conversion processes. Additionally, be aware that any amendments to this RFQ, will be posted on the same website
