The purpose of this contract is to build the financial and operational capacity of local partners to improve their ability to manage awards and to implement USAID programs. The goal is also to improve the quality and range of services available on the local markets for financial management and operational capacity development.
The development hypothesis for the contract is as follows:
If audit firms improve the quality and range of audit and consulting services available to local organizations, then, local organizations will use those resources to build their capacity and fulfill all criteria for donor support, thereby increasing project effectiveness and sustainability for civil society as a whole.
The long/mid-term impact of this award includes: 1) Regional Mission enabled to work with more local implementing partners, many of which face institutional capacity issues; 2) relationships strengthened between Regional Mission and local organizations and private sector partners; 3) a sustainable mechanism created to build capacity of local organizations; and 4) increased range and quality of financial management services available on the local market.
