Texas law requires County Commissioners Courts to engage an outside accounting firm
to review the financial systems and internal controls of county government. The
purpose of the external financial audit is to examine and report on the various funds and
account groups of the County as required by Local Government Code V.T.C.A.,
Section 115.045 and other applicable statutes. The ultimate objective of the audit will
be to render an opinion on the County’s financial statements.
1.2 The examination should be made in accordance with generally accepted auditing
standards as prescribed by the American Institute of Certified Public Accountants,
applicable to general governments and take into consideration the federal and state
regulations under which the County operates and determine if the County is in
compliance with those guidelines.
1.3 It is anticipated that the firm selected will be engaged for a five (5) year period for
purposes of continuity; although annual contracts/agreements will be utilized to allow for
annual flexibility. A proposed fee for five (5) year commitments shall be submitted.
All proposals should include a brief outline of the methodology that will be used to
accomplish the overall goals and objectives of the financial audit program.
