The County is requesting proposals from qualified surface mining and reclamation consulting firms to assist the County in reviewing the Rock Quarry’s (Quarry) Conforming Amended Reclamation Plan and Financial Assurances Cost Estimate (FACE), and to administer compliance with State and local regulations. It is expected that the qualified consulting firm will be able to bring the breath and depth of knowledge from work on similar quarries to review and advise the County on this conforming amended reclamation plan submittal. This also includes development of routine geotechnical monitoring of the quarry bowl as outlined in the ENGEO report dated April 11, 2005, as well as those outlined in Permit Conditions of Approval numbers 118-123. It is also expected that the qualified consulting firm will be able to bring knowledge from work on similar quarries to review a Financial Assurances Cost Estimate (FACE), in conformance with the Surface Mining and Reclamation Act (SMARA), to review the mechanism to ensure there is sufficient value to cover the full costs of reclamation, and to provide continuous funding of the operations and maintenance of the deep water quality equipment of a future harbor.
