The County is seeking responses to this Request for Proposals (RFP) which will provide technical and analytical advice to the County in managing the County's issuance of long-term debt, from a general obligation, revenue and taxable (Build America Bonds, etc) standpoint. This includes ascertaining if short-term financing is more appropriate during certain phases of projects than issuing long-term financing alternatives. The Financial Advisors shall, from time to time, review the County's outstanding debt obligations to determine if refinancing of such obligations would provide a financial benefit to the County.

The County has in recent years issued short-term Lines of Credit (Tax Anticipation Notes) to provide liquidity to the County's General and Road Funds. Financial Advisors will be the party who prepares the RFP for these lines.

Financial Advisors are to perform market analysis to determine if obligations being taken to the market should be sold through a competitive or negotiated sale process.

Financial Advisors will also be called upon to assist the County in determining alternatives that better match its financial obligations from an asset/liability perspective.
