Fiduciary and Administrative Support Services for Peer/Consumer-Run Programs
This Request for Proposal is fundamentally looking for an individual organization to serve as the
administrative vehicle for the development, oversight and operation for Delaware’s Peer-based
Supports and Services, that currently number six (6). These Peer-based Supports and Services
are operated throughout the state. The number and types of groups, programs and services will
be determined and subject to ongoing negotiations with DSAMH and other stakeholders. The
successful bidder will be required to provide administrative oversight that will include providing:
fiscal intermediary, human resourcesservices, training, organizational technical assistance, and
other essential administrative services required to allow these programs to develop, expand and
to the extent feasible (and should the memberships so desire), pursue designation as independent,
non-profit organizations under IRS Code 501(c) (3). Please note that it is possible that a number
of the current Peer-run programs may remain under administrative oversight in the long term,
depending on the needs and goals of that program.
