REDWOODS NATIONAL PARK
FRP BRIDGES

The National Park Service, Redwoods National Park, has a requirement for the design, fabrication, and delivery of three (3) Fibre-Reinforced Plastic Bridges.
This work includes design, fabrication and delivery to the park, one simply supported single span bridge for each site. The structural components shall be made of pultruded fibre-reinforced plastic (FRP). Each bridge shall be 5 feet-4 inches tread width. Although the government shall supply and install the decking and hand rails, the vendor shall include them in the design development. The government shall supply and construct the abutments, the vendor shall include them in the design development.
B?    Bridge No. 1) structure shall span 42 feet and shall have an open-web under slung truss design.
B?    Bridge No. 2) structure shall span 23 feet, have no fewer than (3) I-beams and include lateral bracing, at a minimum at each end, as necessary to minimize, harmonics, side-sway, flex and bounce.
B?    Bridge No. 3) structure shall span 24 feet, have no fewer than (3) I-beams and include lateral bracing, at a minimum at each end, as necessary to minimize, harmonics, side-sway, flex and bounce.
This acquisition shall purchase three replacement bridge substructures, pre-engineered and pre-fabricated. All structural systems shall be below the decking and supported on concrete abutments that will be constructed onsite by NPS. The stem wall shall extend 8 inches beyond the outside of the bridge. The vendor will provide the dimensions of the bearing surface and depth needed for anchor bolts, size, numbers and locations of anchor bolts in stem wall. Structural components shall be made (FRP) components. All fasteners and hardware shall be Hot Dipped Galvanized and/or Stainless Steel. The design and fabrication shall be in a simple manner, such that it will allow disassembly for shipping, and allow for the park to manually manipulate and transport bridge components to the trail bridge site for re-assembly by manual labor crews, highline rigging and hand tools. No component shall be longer than 24 feet, to accommodate restrictive terrain and allow moving components by manual labor crews.

Delivery shall be 90 days after award.

The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 326199, with a corresponding size standard of 750 employees annually for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered.

The Request for Quotation (RFQ) will be available on or around March 12, 2019 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFQ will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFQ.

The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price.
