This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13--Simplified Acquisition Procedures and FAR Part 12--Acquisition of Commercial Items.

The solicitation number is HHS-NIH-NIDA-CSS- 19-006421 and the solicitation is issued as a request for quotation (RFQ).


NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 - Analytical Laboratory Instrument Manufacturing with a Size Standard of 1,000 employees.



SET-ASIDE STATUS
This acquisition is unrestricted and available for full and open competition.


ACQUISITION AUTHORITY
This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items and IS expected to exceed the simplified acquisition threshold.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, dated June 15, 2018. The resultant contract will include all applicable provisions and clauses in effect through this date.



DESCRIPTION OF REQUIREMENT


Background
One of the aims of the Unit on Functional Neural Circuits (UFNC)/ Intramural Research Program / National Institute of Mental Health current studies is identifying the behavioral conditions under which different ensembles of neurons are engaged by monitoring and manipulating genetically identified neuronal population. In order to address these questions, UFNC heavily relies on diverse imaging/optogentic methods. UFNC current imaging system came from Doric Lens and we plan to expand the current Doric imaging system by adding photometry component. This will allow us to image multiple brain regions simultaneously.


Purpose
The purpose of this acquisition is to procure a photometry system on a BRAND NAME or EQUAL basis for the expansion of UFNC current miniature microscope imaging from Doric Lens Inc. Doric Lens Inc., is the only company which can provide compatible photometry system to our existing system to fulfill this purpose.


Project Requirements
One (1) Fiber photometry system for 470 and 560nm and one (1) Doric Neuroscience Studio software.

Delivery Requirements/Period of Performance
The Contractor shall deliver all equipment within 180 days) days after receipt of order.


Place of Performance
The place of performance shall be 35 Convent Drive, Room 2D-911 Bethesda, MD 20892-3732 Inside delivery is required.


Contract Type
The Government intends to issue a firm fixed price purchase order for this requirement. Invoicing shall be on a NET30 basis and payment shall
be made via Electronic Funds Transfer (EFT).


Response Format
Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the salient characteristics of the product. The offeror must indicate in their response as to whether the brand-name or equal product proposed can or cannot meet the salient characteristics as stated in this combined solicitation synopsis.


Respondents proposing on an equal product of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description.


The offeror must provide a price quote that includes: quantity; list price; unit price, shipping and handling costs; delivery date after receipt of contract award, prompt payment discount terms,
F.O.B. Point (Destination or Origin, product or catalog number(s); product description; and any other information or factors that may be considered in the award decision.


In addition, the quote must provide their company name, Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management
(SAM) www.sam.gov."



Evaluation Strategy
The government intends to evaluate quotations based on technical evaluation factors in order to be determined as technically acceptable, the offeror must clearly demonstrate the technical proposal that meets or exceeds the salient characteristics of the project requirement.



IMPORTANT NOTE TO OFFERORS:


PLEASE ENSURE THAT YOUR RESPONSE MEETS THE FORMAT REQUIREMENTS AND SPECIFICALLY ADDRESSES EACH ELEMENT OF THE REQUIREMENT.
SUBMISSIONS MUST INCLUDE BOTH A TECNHICAL RESPONSE AND A SEPARATE PRICE QUOTATION. CONTRACTORS NOT SUBMITTING BOTH A TECHNICAL RESPONSE AND A SEPARATE PRICE QUOTATION SHALL NOT BE CONSIDERED.


APPLICABLE CLAUSES AND PROVISIONS
The following FAR clauses and provisions shall apply to this solicitation.
1. All Offerors MUST be actively registered in the System for Award Management (SAM) www.sam.gov
2. The provision at FAR clause 52.211-6 Brand Name or Equal (AUG 1999) applies to this acquisition.
3. The provision at FAR clause 52.212-1 Instructions to Offerors - Commercial Items (Aug 2018), applies to this acquisition.
4. FAR clause 52.212-2, Evaluation - Commercial Items (OCT 2014) applies to this acquisition.
5. A completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2018), is required with any offer submitted. This requirement may be met by completion of the provision in the System for Award Management.
6. FAR clauses 52.212-4 Contract Terms and Conditions - Commercial Items (JAN 2017) and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (Aug 2018) apply to this acquisition.
7. FAR clause 52.237-2 Protection of Government Buildings, Equipment and Vegetation (APR 1984) applies to this acquisition.
8. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement.
