Fiber Optic Splicer Kits
(1)This is a combined synopsis/solicitation for commercial items prepared in accordancewith the format in FAR Subpart 12.6 as supplemented with additional information included inthe notice. This announcement constitutes the only solicitation; quotes are being requestedand a written solicitation will not be issued.
(2)The Department of Homeland Security (DHS), Customs and Border Protection (CBP), U.S.Border Patrol, intends to award a Purchase Order (PO) for the procurement of Fiber OpticSplicer Kits assembled in accordance with the STATEMENT OF WORK (SOW). It is required thatall offerors submitting a quote review the attached SOW to review all requirements. Allofferors submitting a quote shall be required to meet the requirements found in theSolicitation and SOW.
(3)The solicitation number is 70B03C19Q00000243 and is issued as a Request for Quotes(RFQ). The solicitation documents and incorporated provisions and clauses are those in effectthrough Federal Acquisition Circular (FAC) 2019-05. The associated North American IndustrialClassification System (NAICS) code for this procurement is 335921 with a small business sizestandard of 1,000 employees.
(4)This procurement shall be set aside 100% for small business. All qualified, responsiblesources may submit an offer that will be considered by the agency. Offerors are advised thatthey are responsible for obtaining any amendments that may be issued to the solicitation. Theresulting contract shall be awarded to the offeror who provides the lowest price that istechnically acceptable, with past performance evaluated for a determination of responsibility.The place of performance shall be the offeror's facility. The place of delivery shall be the three (3) locations specified in the SOW.
(5)Offerors shall complete and submit the SF 1449, and an attached quote, if desired, on orbefore the deadline of the RFQ, August 29, 2019 at 4:00 p.m. ET, via email only tocolin.a.colgan@cbp.dhs.gov. Any questions about the requirement shall be submitted via emailonly to the same email address no later than August 28, 2019 at 4:00 p.m. ET. Governmentresponses to questions may be published through FBO as an amendment to the solicitation sothat all interested offerors will have access to the same information.
(6)Period of Performance: Delivery shall begin within thirty (30) days after date of awardand final delivery of all products shall be within ninety (90) days after date of award,exclusive of any warranty periods required under the SOW.
