NAVAIR intends to award a sole source contract based on FAR 6.302-1, Only One Responsible Source, to Ampex Data Systems Corporation for a quantity of two (2) Fiber Channel Audio Visual (FCAV) Units that meet the requirements listed below.

Key requirements are, but not limited to, the following:


• The FCAV Unit takes in 4 standard video streams, encodes, and multiplexes the 4 video streams as one and outputs it in a GigE format. In addition, it takes in one FC-AV channel and converts it to GigE.
• Each FCAV Unit consists of the AMUX700 Base, DAU; AM-15F HSVN Interface Module; AM-170a, H.264 Video Encoder (quantity 2); AM-11b4, Cfg A, 4 CH Video Module; and the AM-801 1 CH GigE Module (quantity 2).


The Ampex FCAV Unit is currently the only system that will work for the flight test system due to Ampex being the Original Equipment Manufacturer. Any alternative solution proposed by another vendor must be a form, fit, and function drop-in replacement for the current FCAV supplied by Ampex Data Systems (Part Numbers 1316499-010, 1312170-010, 1311871-010, 1311870-02G, and 1313090-0120).


This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-17-R-0010 and provide a capability statement that clearly indicates the firm's experience, background, and ability to perform the required work.


The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about (insert date).


All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.


Written responses shall be submitted by e-mail to the point(s) of contact listed below or mailed to the Contracting Office Address listed below no later than 15 days from this notice date.


Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. See the DLIS website for registration details: http://www.dlis.dla.mil/jcp/.
