Ferrite Phase Shifters. NAVAIR Lakehurst intends to award a sole source contract to Microwave Applications Group (MAG) Inc, Santa Maria, CA for a quantity of 1800 ferrite phase shifter modules for the Electronic Warfare Infrastructure Improvement Project (EWIIP) Advanced Development Project Office (ADPO). Each module consists of eight (8) phase shifter elements. The ferrite Phase shifters are for the development of a Mobile Passive Electronically Scanned Array, or PESA Group (MPG) for the EWIIP Closed Loop Simulator. The simulator will address the need to properly assess the capabilities of on-going and future Department of Defense (DoD) Electronic Warfare (EW) programs in the complex Radio Frequency (RF) environment at the DoD testing ranges. The ferrite phase shifter modules will be incorporated into the PESA array.


An RFI N68335-13-RFI-0339 was previously issued on 6 September 2013 under a PSC code of AC64 and a NAICS code of 541330 to request information on technical approaches for both open loop and closed loop simulator assets to be reviewed as part of a Decision Analysis Support Study (DAS). As a result of both that study and further analysis, the Government will pursue a Passive Electronically Scanned Array that will utilize ferrite phase shifters for its closed loop simulator. The PSC code for this acquisition is 5999 and the NAICS code is 334419.


The Navy intends to procure the above on a fixed price basis. The period of performance is for module delivery to commence no later than 09/01/2015.

The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." For the closed loop system, the PESA design approach will be based on an existing system. The OEM, Microwave Applications Group (MAG), is the only known supplier for the ferrite phase shifters for the other system. The Phase shifters to be ordered and incorporated into the PESA array must be identical to those utilized in the other system in order to avoid the additional development and subsequent support costs that would otherwise be incurred with the systems utilizing two different phase shifters.


This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than 14 Oct 2014 (4:30 p.m. Eastern Time).
