The Office of the Executive Secretary (OES) is soliciting competitive sealed proposals for all labor, materials, equipment, expertise and supervision to plan and conduct a cost-benefit analysis of Virginia's felony adult drug treatment courts in two phases. Code of Virginia 18.2-254.1 mandates that OES shall develop a statewide evaluation model and conduct ongoing evaluations of the effectiveness and efficiency of all local drug treatment courts. This two-phase project will take place over two years. In year one the contractor will develop an evaluation plan and, with the assistance of the state drug treatment court advisory committee, assess program effectiveness, identify costs incurred in operating an adult drug court in Virginia and compare these costs with savings generated, including savings through avoidance of additional costs or other expenses. In year two, the contractor will complete the cost-benefit calculations and analysis, and develop a cost-benefit template to be used to calculate cost and benefit analyses in the future, and contractor will train Virginia drug treatment court staff on how to use the template for additional cost-benefit analysis of Virginia adult drug courts.
