The U.S. Office of Personnel Management (OPM) intends to issue an award on a sole source basis that will result in the purchase of Federal Relay Services. Sprint Communications Company is the only known authorized provider of this service.

Congress passed Public Law 100-542 (Telecommunications Accessibility Enhancement Act of 1988) to ensure the federal telecommunications system is accessible to individuals (including federal employees) who are deaf, hard-of hearing, and/or have speech disabilities. Federal Relay provides equivalent access to telecommunications services for individuals who are deaf, hard-of-hearing, and/or have speech disabilities. By using FedRelay to communicate with colleagues and the public, federal employees can conduct their official duties efficiently and conduct their official duties efficiently and confidentially.


The North American Industry Classification System (NAICS) code for this acquisition is 517311. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 8.4, Federal Supply Schedules. The authority for this award is FAR 8.405-6(a)(1)(b)---only one source capable of providing the supplies or services required. The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available.


THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.


However, all responsible parties interested in this procurement must submit a capability statement within 7 calendar days from the date of this notice. Submissions after that date will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All OPM contractors are required to register in the System Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Sprint Communications Company. All interested parties must express their interest and capabilities in writing via e-mail to Charles P. Reilly III (Charles.reilly@opm.gov) within 7 calendar days of the published date of this notice.
