Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Hyperion Technologies to enter seven (7) innovation to the Fed Tech Cohort Programs.

Hyperion Technologies runs the Fed Tech Program, which offers a unique suite of services to enable technology transfer from the government sector to the commercial marketplace. The program pairs an entrepreneur, graduate students and industry experts with a technology from federal labs to see if there is an opportunity to form startups with the ultimate goal of invention commercialization. What separates the Fed Tech program from other, similar products is that they also train, coach and mentor the teams in developing a business model around the technology. Access to this level of training and mentoring provides a greater chance of commercialization success, thereby increasing the chances of the government- funded products making it to market. This service is particularly key for FHWA staff who will provide technical input on the invention but who may lack a background in commercialization and entrepreneurship.

A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $150,000.
