The intent of this Request for Proposal (RFP) is to obtain professional planning and
engineering services in order to evaluate the space program needs of the Loudoun
County transit program as managed through the Office of Transportation Services. By
creating a short, medium and long-term space program for their transit fleet and
supporting infrastructure the Consultant, in coordination with the County, will determine
the optimal size and location for a future Transit Maintenance and Operations Facility
(TMOF). Consultant shall prepare up to three (3) schematic plans of the space program
to test fit the future TMOF on a County-owned parcel of land (Project Site) near the
Leesburg Airport, as part of a campus of Loudoun County facilities located on the Project
Site. The Consultant will then prepare a feasibility study that documents the space
program and recommends a schematic site plan for the County-owned project site.
