SYNOPSIS
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with Thermo-Systems Incorporated (TSI) for the procurement of one demo unit Model 3090 Engine Exhaust Particle Sizer in order to support cookstove emission research for the Office of Research and Development, National Risk Management Research Lab in Durham, NC.

The equipment will continue to support research identified under the Sustainable Energy and Mitigation (SEM) program as related to end-use impacts and the Air Climate and Energy (ACE) research program. A major component of the Cookstove Project is to conduct independent emissions testing of a variety of cookstoves and support the international community develop standard methods for cookstove testing.

Several APPCD research projects utilize scanning particle measurement instruments from TSI. The purchase of similar instrumentation from the same manufacturer minimizes lost time associated with the installation, training, certification and method development compared to that of a competing manufacturer. Familiarity with the product line hardware and software significantly improves the time and effort required in transitioning to a new system which minimizes unacceptable delays in meeting project goals and deliverables.

The specific instrument requested is the TSI, Model 3090 Engine Exhaust Particle Sizer. The instrument has the following highly important specifications: 1 second time resolution, selectable to 10 size distributions per second, 5.6 to 560 nm particle size range, time resolution, 16 channels per decade particle size resolution (32 total) and is fully self-contained, requiring no additional components.

TSI provides a significant discount for a Model 3090 Engine Exhaust Particle Sizer demo inventory unit between nine months and two years of age, which meets the minimum specifications. TSI warrants the demo Model 3090 Engine Exhaust Particle Sizer to be free from defects in workmanship and material for twelve months from the date of shipment to the customer. Purchasing a new instrument from another manufacturer will result in a significant price increase. No other manufacturer can offer a demo unit at a discounted rate that meets our specifications and provide a twelve-month warranty.

The anticipated award date is September, 2017. This will result in a Firm fixed price contract.

This procurement will be accomplished under FAR Part 13 Simplified Acquisition Procedures. Notices of any amendments to this FedBizOps synopsis, will be posted using the FedConnect web portal at www.fedconnect.net. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. However, interested firms may identify their interest and capability to respond to the requirements. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to Contract Specialist, Sean Young at young.sean@epa.gov. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
