16. Description: One clean, approved U.S. or foreign flag to carry a minimum of 240,000 BBLS (intentions JP-8.) Minimum requirements: 13 knots, Max LOA 249.9 meters and Max Draft 13.41 meters. All responsible sources may submit a proposal which shall be considered by the agency.
