Army Contracting Command-Warren (ACC-WRN) is soliciting offers for this requirement and award a single Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for five (5) Ordering Years on a total small business set-aside basis.

FMTV Protection Kits under the anticipated IDIQ contract may consist of any of the following kits:


• NSN 2540-01-602-9659: FMTV 58-gallon B-Kit (opaque and transparent armor package with 58-gallon FTFS), packed 4 each in ISO container (P/N 57K6420-001).
• NSN 2540-01-602-9660: FMTV 78-gallon B-Kit (opaque and transparent armor package with 78-gallon FTFS), packed 4 each in ISO container (P/N 57K6420-002).
• NSN 2540-01-552-7805: FMTV 58-gallon B-Kit (opaque and transparent armor package with 58-gallon FTFS), packed 1 each In Accordance With (IAW) the Special Packaging Instruction (SPI) for LTAS B-Kits (P/N 57K6013).
• NSN 2540-01-576-3447: FMTV 78-gallon B-Kit (opaque and transparent armor package with 78-gallon FTFS), packed 1 each IAW the SPI for LTAS B-Kits (P/N 57K6414).
• NSN 2540-01-659-2573: 1 each Underbody Armor Kit (57K6427), which includes a Lift Cylinders and Mounting Kit (57K6430).
• Part Number 57K6428: 1 each Underbody Counterweight Kit


The Government will procure minimum quantity of 316 FMTV Protection Kits, in any combination of kits, and a maximum of 2,282 FMTV Protection Kits, in any combination of kits.


Classified Information



In order to meaningfully respond to the subject solicitation and be considered for award, the Offeror must be able to receive, view, house and safeguard SECRET materials at the time of proposal submission and during the life of the contract. In order to receive, view, house and safeguard SECRET materials, the Offeror shall possess the appropriate level of security. Offerors who are considering a subcontractor(s) who will receive, view, house and safeguard SECRET materials shall ensure that the subcontractor(s) also possess the appropriate level of security. The TACOM Intelligence and Security Office will verify all security information. The Offeror and the subcontractor(s) who do not possess the appropriate level of security to receive, view, house and safeguard SECRET materials will not be able to discuss or access key aspects of the program. Furthermore, the Government may reject the Offerors proposal pursuant to Paragraph M.2., Rejection of Offers. The Government will not sponsor or in any way assist the Offeror and the subcontractor(s) in obtaining the appropriate level of security clearance.



Requesting Classified Information

Per ATPD-2352T DTA 184044 is classified SECRET. Copies of this drawing can be obtained from the Standardization Office, Tank Automotive Research, Development and Engineering Center, ATTN: RDTA-EN/STND/TRANS MS #268, 6501 E. 11 Mile Road, Warren, MI 48397-5000 or can be requested by sending an email to usarmy.detroit.rdecom.mbx.tardec-standardization@mail.mil) and copy the FMTV Protection Kit Mailbox at usarmy.detroit.acc.mbx.wrn-fmtv-b-kits@mail.mil. Proof of proper authorization and security clearance shall be required to obtain copies.


Procedures for accessing FOUO, Distribution C and Distribution D Attachments

Attachments 0004, 0005, 0014 and 0020 referenced in the subject RFP are marked FOUO, Distribution C or Distribution D. These attachments are posted via a secure FBO link for interested parties. Parties interested in obtaining access to these attachments must be certified in the Joint Certification Program (JCP), have an active System for Award Management (SAM) account, and submit a signed Non-Disclosure Agreement (NDA) via email to the FMTV Protection Kit mailbox at usarmy.detroit.acc.mbx.wrn-fmtv-b-kits@mail.mil. In addition, the interested party shall provide the Organization's name and CAGE code. Upon submission of the NDA, interested parties can request access to the attachments. Upon approval, the Government will provide online access to the posted attachments as a secure file via a secure link.

Attachment 0001 - Technical Data Package (TDP). The Government will mail the TDP (on a CD) to the interested offerors upon request and verification of the information requested above. Please note that no changes were made to the TDP if you have previously requested it.
