The FMT Product Line (FMT PL) government team completed their review and analysis of industry's responses to the initial 25 October 2017 RFI posted on FedBizOpps.

In addition, the FMT PL team conducted an internal engineering and logistics analysis of the currently fielded Maintenance Training Systems (MTS) at the component level.  This initial analysis revealed numerous significant commonalities across the existing fielded MTS systems. 

 

Considering industry's responses to the RFI and the FMT PL internal review, the team focused on courses of action that included awarding a new IDIQ contract for all maintenance training systems; leveraging existing contracts and, supplementing with follow-on production contracts.

 

The analysis led to the decision to utilize existing contracts to develop the FMT common core foundation and prototypes while instantiating a maintenance trainer product line to realize efficiencies through product standards and governance.

 

Henceforth, the FMT PL will utilize a mix of existing and new contract vehicles:

•-       Training and Readiness Accelerator (TreX):  to develop prototypes based on the FMT common core foundation and insert emerging technologies and capability

•-       New production contract:  for follow-on production of FMT training systems based on the FMT Common Core foundation.

•-       LT2 portal and associated contract:  for configuration management, product line standards and governance, and product reusability.

 

 

Future interactions with industry will occur in order to further refine the FMT PL effort.


 


BACKGROUND:


 


On January 2018 the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Product Manager Ground Combat Tactical Trainers (PdM GCTT) (Product Manager Virtual Training Systems (PdM VTS) as of 15 May 18) released a Request For Information (RFI) contemplating future opportunities for a business model and supporting contracting strategy intended to gain efficiencies across the family of maintenance training programs. The initial list of efficiencies expected across FY19-FY25 include hardware/software reuse and commonality, common architectures and standards, reduction of development and sustainment costs, acquisition streamlining and reduction of development time, and inherent agility to react to platform changes.  The government was seeking innovative contracting and business strategies from Industry that considered technological standardization across a family of maintenance virtual training systems.


 


 


 


CONTRACT OPPORTUNITY:


 


Recently PdM VTS was authorized to initiate the Family of Maintenance Trainers Product Line (FMT PL) effort and to determine the best possible path toward a contract vehicle that would promote the reuse of HW/SW, utilize common architectures and standards, reduce development and sustainment cost, streamline acquisition and reduce development time, while creating inherent agility to react to platform changes.


 


The FMT PL is designed to insert new technologies and training techniques into the product line concept.  This will be accomplished by applying guidelines and practices from the LT2 construct.  The TReX contract vehicle will prove out the training device enhancements through trade studies and prototypes.  The approach encourages innovative technology and associated training methodologies.  It will emphasize configuration management and software interaction utilizing multiple contracts with different developers.  The acquisition strategy will handle production devices post TReX Delivery Orders (DOs) which follow ACC-Os shared acquisition strategy.
