The contract type will be Indefinite Quantity, Indefinite Delivery (IDIQ), under which fixed monthly prices will be paid for routine/basic Operations and Maintenance, Janitorial, and Grounds Keeping Services. Task orders will be issued as necessary for other projects, such as minor building alterations, not considered part of routine services. The contract will include a Base Year with Four Option Years.


Title: Facilities Support Services for Global Financial Services Center, North Charleston, South Carolina.


The U.S. Department of State, Bureau of Resource Management, has a requirement for Facilities Support Services for the Department's Global Financial Services Center (GFSC), located in North Charleston, South Carolina. The GFSC occupies approximately 7 acres of a 20 acre complex, which the Department of State (DoS) shares with other tenants. The required support services include only the DoS facilities and property associated with GFSC operations. Support services will include Operation and Maintenance of interior and exterior building systems, Janitorial Services, and Grounds Keeping Services. The general contract requirements are summarized as follows:


Operation and Maintenance Services: Currently, a total of five buildings are occupied in support of GFSC operations. This includes a one story building, a two story building, and three buildings which have three stories each. For the buildings, the contractor will be responsible for the operation, preventative maintenance, and repair of the plumbing systems, HVAC and other mechanical equipment and systems, electrical equipment and systems, fire alarm systems, and elevators. This also includes the operation and maintenance of various utilities, such as water, sanitary, sewage, storm drainage, and lighting, as well as emergency generators, Uninterrupted Power Source (UPS) systems, transformer switching devices, sprinklers, and roofing systems. A key component of Operation and Maintenance Services will be effective energy management and conservation, consistent with DoS policies and guidelines.


Janitorial Services: The five buildings where janitorial services will be required have an approximate combined gross area of 257,584 square feet, with an estimated combined cleaning area of approximately 233,406 square feet. Services will be performed at several building locations, both interior and exterior, to include offices and workstations, computer rooms, conference rooms, break rooms, kitchen and dining areas, bathrooms, locker rooms, common areas, elevators, stairways and landings, copier rooms, corridors, entrances, lobbies, and storage space. Janitorial requirements at these locations will include such activities as emptying of wastebaskets and recycling containers, including the removal of trash and recycled paper to designated collection points; restocking of paper products in bathrooms; cleaning of glass, windows, doors, including frames and sills; carpet maintenance and cleaning; cleaning of bare tile and hard wood floors; cleaning and sanitizing of floors, counters, fixtures, partitions, and shower stalls in bathrooms and locker rooms; dusting and cleaning office areas, furniture, blinds, and other vertical surfaces; and mopping, scrubbing, sweeping, and vacuuming of floors. Janitorial services will also include the cleaning of drinking fountains, utility sinks, coffee stations, refrigerators and other appliances, as well as pest control and management.


Grounds Keeping Services: These services will generally encompass an area of approximately five acres. Routine grounds keeping services will generally include the following types of activities: 1) Gardening services for maintaining the appearance of lawns, shrubbery, plants, flowers, trees, and other landscape elements. This includes cutting grass; trimming flowers, plants, hedges, and shrubs; pruning trees; weed control and removal; watering of lawns and flowerbeds, using a combination of the exterior sprinkler systems and hand watering; mulching, and fertilizing grass and flowers. 2) Trash services, which includes removing trash and debris from lawns, paved areas, and flowerbeds; emptying trash containers located on exterior grounds; and sanitizing trash bins and containers. 3) Other scheduled services, which includes such activities as sweeping/blowing paved areas, roads, and walkways; inspecting and repairing (as necessary) the exterior sprinkler systems; and pressure washing brick walls, asphalt/concrete walks, and driveways. Services will also include pest control and management.
