This is a SOURCES SOUGHT NOTICE. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO BLANKET PURCHASE AGREEMENTS SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results of this synopsis.

The U.S. Army Corps of Engineers - Baltimore District has been tasked to solicit for and award a procurement for a fixed price Blanket Purchase Agreement that provides the Government with a cost-effective rapid response to maintain Flood Control Projects, Flood Control Dams, Campgrounds, Recreation Areas and Project Administration offices, buildings and recreation facilities relating to, but not limited to the operation, maintenance, construction, repair, replacement, civil, mechanical, structural, security and safety areas of Government property. This is primarily for the operation of earthmoving and construction equipment activities. Projects may include, but are not limited to channels, embankments, roads, utilities, building, comfort stations, boat launches, water and sewage lines, utility lines such as electric, telephone and computer, welding, cutting with oxygen and acetylene torches, grounds landscaping and maintenance. The general requirements for the nature and categories of work to be performed under this contract include, but are not limited to the following: site clearing, tree and brush removal, earthwork, gravel removal, fence repairs, rip-rap repair or placement, road and walkway repairs, road paving, hiking and biking trail construction or repairs, boat launch repair or construction, building repair or construction, building demolition, cast in place concrete, brick and masonry work, flood debris cleanup, turf treatment, seeding, drainage structure, pumping stations, lift stations, sluice gates, construction and/or rehabilitation. No reimbursement will be made for any costs associated with providing information in response to this letter or any follow up information requests.

The purpose of this notice is s to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB),Small Disadvantage Business, and Veteran Owned. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate.

CAPABILITY STATEMENT

We are requesting that all interested and qualified small businesses respond to this sources sought notice with a capability statement. At a minimum, the statement shall include:

    Offeror's name, address, point of contact, phone number, and e-mail address.
    Offeror's Cage Code and DUNS number.
    Offeror's Federally designated small business category (i.e. Small business, Woman-Owned Small Business, 8(a), HUBZone, Service Disabled, Veteran-Owned Small Business).
    Offeror's bonding capability for both single project and aggregate.
    Offeror's detailed capability statement to include a brief description of similar projects, customer name, timeliness of the performance, customer satisfaction and dollar value of the project (Minimum of 3, but no more than 5 similar jobs).
