The purpose of this Sources Sought (SS) is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify small businesses capable of and interested in performing the functions described herein. The Government is requesting information regarding the availability and feasibility of attracting small businesses with proven technical capability and experience in the following areas:

•    Full Operations & Maintenance services of a building or large facility (group of buildings)
•    HAZMAT/Environmental Services
•    Roofing maintenance and minor/routine repairs
•    Elevator Support Services
•    Utility Management services
•    Preventative Maintenance services for various facility systems (e.g. chillers, generators, elevators, etc.)
•    Independent Verification and Validation Services for all the above areas


Note that the above is not an all-inclusive list of services to be provided under the contract.


In order to effectively provide services at DoS facilities, the Contractor is expected to deploy staff factory trained to service a broad range of systems and equipment, including those that employ the latest technologies. In addition to the minimum qualifications stipulated for the various technicians, the Contractor shall be responsible for their personnel to receive continuing education to work on all systems and equipment as tasked; and be knowledgeable of the latest codes, standards, technologies, equipment, manufacturer recommendations, software, etc. Contractor personnel shall maintain current, appropriate certifications/licenses for the systems they are servicing.
